Please. Their commission was to reform the Articles of Confederation. They gave us the present Constitution. Now I don’t know what you would call that but that is what occurred. I read the Federalist Number 40 and it expressly states they were to meet and consider the defects of the present Articles of Confederation and advise Congress of the cure so to speak.(I paraphrase.)

I’m not going to let you get away with your falsehoods.

The federal convention was extra-congressional. Congress had nothing to do with its purpose. Congress was late to the party and its recommendation in February of 1787 was just that, an irrelevancy.
