(Reuters) - Following are main findings by the U.N.'s Intergovernmental Panel on Climate Change (IPCC) in a report on Sunday saying that time is running out to keep global warming within agreed limits.
The 33-page summary, by leading scientists, is meant to guide almost 200 governments which have promised to work out a deal by the end of 2015 to slow climate change.
Nations have promised to limit warming to a maximum 2 degrees Celsius (3.6F) above pre-industrial times, seen as a threshold for more heat waves, droughts and rising seas - temperatures have already risen about 0.8C (1.4F).

Now it turns out the EPA can not produce data and records from the past that would support how they helped get us into the mess we are in today, it is an atmosphere thing, but it is more of a political nature that anything.
Man is puny in the scheme of things cosmically, not so the egos of the scientists behind this monstrosity.
The sooner we just roll with the punches, the better.
We are witnessing a new breed of robber barons.. techno-crats.
No lie is too big nor subsidy too small..

HOW TO STAY BELOW 2C
World emissions will have to be cut by 40 to 70 percent compared with 2010 levels by mid-century, and to near-zero by 2100, to keep warming below 2C, IPCC scenarios show. Such cuts are far deeper than most governments plan.
The goal also implies more energy efficiency and a tripling or a quadrupling of the share of low-carbon energy by 2050, up from 17 percent in 2010.
Low-carbon energy includes renewables such as wind and solar power, nuclear energy and fossil fuels using carbon capture and storage (CCS). Many CCS technologies, mostly experimental, use chemicals to strip carbon dioxide from flue gases and then pipe it underground.
The idea of limiting warming to 2 degrees is the most ludicrous and hubris filled statement ever uttered by humanity

HOW TO STAY BELOW 2C
The easiest and cheapest fix to this “Climate Change” issue.
Just re-work their “computer models” that project “Global Warming” to project no warming.
There, fixed.
The UN ,Useless Nuts
The only way to fix it is to tax producing countries punitively high, and according to the UN, communism is the best political system to handle “climate change” (used to be “global warming” but that’s a dog that won’t hunt).
Nothing political about it at all.
Their funding is drying up. 17 years of no warming has even got some Democrats questioning their models. Suddenly now, mitigation research seems to open the door to new funds!
...and the solution is to give them more of our money and freedom?
“...and the solution is to give them more of our money and freedom?”
The solution is to find ways of lowering CO2 output that stimulate the economy and help society. One great example of this is fracking for natural gas. US CO2 output is down substantially already from what will likely be the all-time peak. The reason is coal-fired power plants being replaced with gas-burning plants that’re cheaper to run, and produce less CO2 for the same amount of power produced.
Any way you look at it, there’s plenty of CO2 in the air already, there’s no actual need to add more. Plus, air pollution from burning coal is a real problem, causing health issues and killing people.
The other thing that really should be a no-brainer regardless of which side you’re on, is thorium based nuclear power. Thorium plants will be much smaller, don’t require water cooling, produce much less (and much shorter lived) waste, can’t melt down, and use fuel that’s four times more plentiful than uranium. If the US (and the world) can adopt a sane stance towards them, power costs could go down a lot, most likely to half or less of the rates we have now.
A good litmus test for how serious someone is about lowering CO2 emissions is to ask them if they’re ready for a big nuclear buildout. IF global warming is a real problem, nuclear power is the only realistic answer.
