Ideally the range is line of sight. One bomb over kansas could effect the entire us. Emp can effect any device with a chip in it. Practically the damage depends on strength of the pulse. Distance, efficiency of the bomb, metal or earthen shielding will impact the damage. Damage could be total or it could be hit and miss.
We have exploded thousands of nuclear weapons below and above ground. Many were very high-altitude. EMP effects are real, but hysteria exaggerates EMT threat. One 10-50kt nuke isn’t going to send us back to the 19th century.
What gets “knocked out” is highly dependent on the parameters of the blast. Most likely, it would kill every last ultra-high-voltage transformer on the electrical grid before it killed your car or wall thermostat.
Depends on the size of the weapon and the altitude of detonation. Translation: I don't know!
