Very simple. There is no way they could even begin to claim success at 10% unemployment. Keynesianism would be relegated to the trash bin once and for all. But much like the Depression, as long as the rate slowly ticks down over time, liberals claim victory.
The rate is so low because the Government is using fake numbers. They are lying.
