No, SOME people are allowed in. You just have to be ‘special’: a government worker or a wildlife biologist. They closed areas of the Gila River for Willow Flycatcher studies. They closed area of the forest to logging and thinning operations to ‘save’ the spotted owl and now those areas burnt completely to the ground. They plan to close a huge area of the NM Bootheel to ‘study’ the possibility of Jaguars returning (they literally studied one to death a few years ago by repeatedly shooting it with tranquilizers to ‘study’ it). Areas are being closed off to drilling and mining to ‘save’ variations of wild chickens. Farming has been shut down for our nation’s supply of vegetables to ‘save’ a minnow.
The Gang Greens have control of the US departments tasked with overseeing production of our food supply and energy needs and they use minnows, birds, and any other critter to retain control as our overlords. They shut us down one ranch, one farm, one mine, one oil well at a time.
The Federal Lands are for social Just-Us; as proven during the most recent gov't "shutdown".
Just like the recent EPA Human studies of breathing Diesel fumes at high concentrations (the study sounded like torture to me - and not just torture of the data).
Yes, and was fined a little under $200 bucks for a one-time violation.
However, the federal government was fined over $4 million bucks for violations of his rights and the law.

The fascists have been working towards closing public lands for years and it seems they’ve arrived at their goal, at least in some areas. It won’t be long until they’ll do it at will everywhere.
A purge of these sorry people in government departments starting at the top is needed soon, like in now.

Your description is an easterner’s simplified version of many of these events in the west.
In the west, there is indeed split-estate property. One of the estates split from others is water.
In Nevada, there clear, unequivocal water rights law controlled by the state. Many ranchers, especially in the southern part of the state, have long-held water rights to streams and springs that are on public land. These rights are now quite valuable.
Before the Taylor Grazing Act, the graziers held rights to the springs for watering cattle/sheep and an area of meadow around such springs and creeks for a small distance around them. Those rights are still recorded on the books in Nevada, and the water rights are absolutely recorded by the State Engineer’s office.
There’s a wrinkle tho: In Nevada, you have to “use it or lose it” with regards to most water rights, both surface and drilled. If you don’t use your water rights at least one year out of every five, you run the risk of losing your water rights, which then revert to ownership by the state.
The BLM has been using the tactic of using “grazing conditions” (which most city slickers wouldn’t know one stick of grass from another, yet they want to propound long and loud about grazing issues) to suspend grazing on an area where the BLM would like to apply for the water. The BLM knows that all they need to do is suspend the grazing for six years, then protest to the State Engineer’s office on the lack of beneficial use of the water, then there’s a hearing in Carson and the water is removed from the rancher’s control.
The water is the private property here, and is infinitely more valuable than the grazing rights. The law of beneficial use in Nevada is what is being used against the rancher by the BLM (and USFS) to gain control over the water.

Willow flycatchers?
The SWAT Teams would have made excellent members of the SS. Unfortunately, they might as well be the SS since the outcome will be the same for this poor AMERICAN family. The Government is not our friend.
The sad part of all this is they can protect the tortoise without stealing the man’s property. There is always some way to reach an amicable agreement.
But the government is run by a bunch of armed, jack-booted NAZI thugs. And the article said this went back 20 years. I think that makes Bush I, Clinton and Bush II culpable here in addition to the Obamabastard.
We record all birds present (and their breeding status) along the Lower Colorado River, including tributaries such as the Virgin River. But we are to be "extra" vigilant regarding certain "focal" species, which definitely does include the southwestern race (subspecies) of the willow flycatcher (conveniently known as the southwestern willow flycatcher).
Some other focal species include Bell' vireo, summer tanager, Gila woodpecker, gilded flicker, and the southwestern race of the yellow warbler, I believe.
