While my mind would agree with you, my spirit says I am not God, and only God lifts up the teachers.
So who are we to say whether or not God has plans for him in the future?
He never took the kingdom away from David, even though David's sin did cause problems in the future for Israel. From what i understand, Bob Coy fell morally, but he didn't have anyone murdered.

Bob Coy worked around naked women in Las Vegas where he managed a casino. After 20+ years, he has fallen off the wagon. I guess he’s human.

I agree that God may have future plans, but I don’t believe it should be as an overseer.
You may want to look at the Biblical qualifications for an elder in 1timothy 3
A leader must be above reproach. Certainly he can be forgiven by god, his family and the congregation but once the line has been crossed, biblically such a person is no longer qualified to lead.
