I think there should be a law that - if an HPB imposes restrictions that the property owner cannot comply with, or does not want to comply with - the HPB should be forced to buy the property at FMV plus 20%, which would be a surcharge to compensate for the building's alleged "historic" status, thereby discouraging the boards from frivolous "historic" designations.
