The fellow must subscribe to the feminist notion of abuse, that anything a girl considers abusive is sexual abuse -- e.g., an unwanted kiss or a teenage boy that tries to slide his hand under her blouse.
That's not abuse -- that's learning about the world of men.
You are probably right about that definition. I have seen ridiculous numbers quoted by the man-haters — something like 1/3 of all females have been sexually assaulted. And, yes, it includes being called a name. With the current nonsense about the word “bossy”, I suppose they will include that as an assault.
As to your examples, when I was a teenaged girl, we called that getting fresh. Your first example would have been excused, whereas the second would mean no second date with that guy.
