Actually, since every word out of his mouth is a lie, I take this to mean that the repeal of Ubamacare is a done deal.

It's a negotiating tactic, when you're talking from a point of weakness. "We're done here."

Spineless wusses like Boehner roll over and say "OK.". Fortunately, the grownups with some spine are starting to dominate the conversation. "No, we're not done here. In fact, we're just getting started."

The one thing that I'm a little concerned about, is that we might wind up with Obamacare AND some other alternative monstrosity as well. I could see that happening.
