I believe it is Oregon and Washington that have vote by mail only.

You said registration at the court house, in person. What is this voter registration drives I’ve seen being held by various groups? Or has that been stopped or am I imagining things.

That's a very good question. In the past, a person could register with the voter registrar, signing a document, that would allow them to carry voter registration applications and when the voter applicant completed the form, would keep it and mail it or take it to the voter registrar, or the person who gave the person the form, could mail them back to the voter registrar or take them back (the appointed person could not keep the completed forms indefinitely, had a time limit to get them to the voter registrar.) Anyone could hand out an application but the person had to be registered with the voter registrar to keep the completed ones.

I read not long ago, that groups or persons who normally held voter registration drives, could no longer do that and there were big time complaints about this. I don't know the status of that right now. I need to look that up. They were likely complaining due to not being able to keep the completed forms.

In a former year, I was the person in charge of voter registration for a large Texas women's group. One of the recommendations from me to these women was to take the applications to gun shows in the county as that is where the majority of the attendees would be conservatives. That was a popular way we did voter registration.

I'll go now and try to find out if these groups are still allowed to hand out voter applications. I know it would be okay if the applicant took the form to the voter registrar but not sure at all that the person with the forms can take the completed form from the voter applicant now.

Found the answer fast on Secretary of State’s website. Yes, those groups can still do voter registration drives. The first time one of these new voters votes, a picture ID will be required AT THAT TIME to identify the person is really that person who completed that form. The picture plus the address on the picture ID will provide the proof THEN that the voter is a valid voter.

So, that problem has been resolved.
