“It’s not your fault” gets far more votes than “get off your ass”. Envy is what drives most democratic voters. They want what someone else has, but they don't want to work for it, so they'll vote for the politician who promises the most loot. To quote Mencken, "every elections is an advance auction of stolen goods."
