Do you work with those guys or in the intel community? Before Snowden I'd say there was very little chance of that being the case. Now? Almost certainly.
The Chinese had engineers working on the B2 when it was a black program. The Chinese had unrestricted access to sensitive DHS computer networks for 3 years. The Russians do the same thing.
All of this unclassified and has been reported in the newspapers.
