I think that these were the people that TRIED to register the guns... but *surprise* the applications were rejected. Now Connecticut is telling these people they "failed to register the weapons."

Unless they were purchased from private owners [Citizens] they have a record of the sale. If the gun was purchased from a gun store, there is a record of when it was purchased [the date] type gun, gun serial number, and to whom it was sold. When a gun shop receives a gun, they have to log in the date they receives it, the manufacturer, the serial number, and type gun. This information the State already has. Hence the letters.

The "I lost my gun[s] in an accident" did not work with either the Ottomans or the Germans, nor will it work here. The Germans just took whoever had the "accident". The Ottomans , according to history so terrorized the Armenians that bought inoperative guns to turn when the authorities came knocking. For this [having a gun to turn in] they were quickly killed, not tortured to death.

Most likely tried to register but received late, so the state refused it.
