Former Florida Gov. Jeb Bush has not made any formal moves to indicate he will run for the GOP presidential nomination in 2016, but he is already rated as the top contender by one university, even though he does not lead in any preliminary presidential polls.

He wants a Constitutional Convention (his words) to, among other things:
Appoint all former presidents and vice presidents to the new office of “National Senator”
Lengthen the terms of representatives from two years to three years, and set Senate terms to coincide with all presidential elections, so the entire House and Senate would be elected at the same time as the President. (say good by to diffused power)

I went looking for any connections with Bush. I didn’t find any, but boy I did find some other stuff.
He’s well connected and has the prestige of the U of Virginia behind him, that’s why I say he’s slick.
I’ve been aware of Sabato for a while. A very conservative friend at work thinks highly of him. I’m not so sure, although I acknowledge he has a better than 50-50 track record in predicting election outcomes in the past. But another Bush? No thanks!

The University of Virginia Center for Politics apparently does not get away from the campus very much. This is a surprising finding, given that they probably have access to the Internet.
