I don’t think this is a difficult concept.
If, after the 2010 census MacArthur no longer lived in the district, then he no longer lived in the district.
If he decided to run in the third district and then moved into it .... well, that is what Lonegan did.
Mac could have ran in a primary in his 2010 - 2014 district.
I guess you have made up your mind.
Just remember Runyan ran as a conservative also.
Saxton was about as conservative as electable in this district.
