The White House on Friday defended its decision to attach an IMF reform bid to a $1 billion aid bill for Ukraine, which has angered some Republicans and slowed the measure's passage in Congress.
The bill has cleared a Senate committee but will not come up in the Senate until after next week's recess, and its prospects in the House of Representatives remain uncertain.
"We support legislation that includes IMF quota reform because it's the right thing to do generally and because it provides additional means for the IMF... to give support to Ukraine."
Some Republicans have accused the White House of using the wide support for aiding Ukraine as a way of forcing through the reforms to the IMF on which there is less of a consensus.
Disagreement over the IMF quota has meant that Washington is yet to ratify changes to the organization agreed in 2010.
The International Monetary Fund provision relates to an effort to expand the fund's lending framework by boosting the US share of funding, a move that will also provide a greater voice to developing economies.
"Passing IMF quota reform, which has been long delayed, is vital to ensuring that the IMF can lend resources in the scale that Ukraine needs to regain its financial footing," said White House spokesman Jay Carney.

Our administration wants to loan money to Ukraine that they can never pay back to pay for Russian oil and gas. And sanctions are going to do what, if Russia raises the price of Ukraine oil in response?
Ukraine owes it all to the Russian gas company. Will they pay it?

Under the terms of the agreement Russia made with the old government, special Ukrainian bonds would be issued and purchased by Russia to fund the pay back of both Gazprom and existing IMF debt.
That all goes away now, leaving the Ukraine deeper in debt than before and ripe for EU/IMF 'austerity' measures.
The average Ukrainian is going to be screwed royally, as will the ordinary American taxpayer if the IMF 'reforms' Obama & McCain are pushing get passed.

If America was smart, they would borrow $1 Trillion from the Chinese, and give it to Ukraine (no strings attached). This will show the Ukrainians how much we love them.

The IMF loan to Ukraine should be a clean bill.
Why should the US share of funding increase while at the same time developing countries get a greater voice in the IMF. In the real world, that is the world outside of DC, if you invest more, you get a greater say in the management of the enterprise in which you are investing.
Because Obama and Reid hate our country.

My question is why should American taxpayers give a billion dollars to a corrupt deadbeat East European country for ANY reason?
What domestic spending program gets cut to keep us under the debt limit?
There wasn’t a peep of protest, when the IMF was used to give big bucks to the so-called Palestinians a few years ago.
We need to build missile bases for Ukrainians—a good project after 2016 or sooner.
Because of Communist “child support” policies whereby the man paying gets zero representation and the woman can hurt the man by hurting the kids or turning them into little Obama adoring sodomites.
