So, is this a Pyrrhic victory? That is, wouldn’t state law preempt this kind of local control over a state-wide project? I can’t imagine the state would allow each and every political jurisdiction along the line to dictate their own particular set of requirements and having each and every one grant approval.
This is not a statewide project, it is local to Portland and surrounding cities.
