I’m not sure what else he can do. The RATS will all hold the line, and any vote for contempt will be a strictly party line action. Boner knows this too. So at some point you go through the motions and make sure you did you duty, even if it leads to nowhere.

How exactly can the rats hold the line in the house? Issa is a Congressman, and Pubbies own the House. And I am unsure about this, but I believe that the House has enforcement actions available to them (arrest powers) that do not depend on Holder.
