Ignore the bolded and see the underlined. We call that wiggle-room and is consistent with Paul's other statements. The proper laws are already on the books and with a fence and enforcement, nothing needs to be updated.

Europe and Mexico have better border enforcement than Paul's suggesting with his documented comments.
