I must argue with you on that point. I would say that most Rat voters are brainless, but many Rat politicians are smart enough to know how to manipulate people.

No, I meant that someone else had made the Guam statement, which was quite some time ago. Others on this thread have identified the actual guy who made that dumb statement.
