I think they intentionally play the introductory music so loud that no one could tell and what the true atmosphere really is.
As to his speech, he stitches together a series of platitudes but he has lost all credibility.
I hear McConnell say, put me back in the Senate, give me a majority, and all will be well-bullshit!

Ambassador Bolton hits all the right notes and puts the blame on Obama where it belongs for the fecklessness of American foreign policy.
However, someone will have to make the point that squandering our fiscal resources as Obama has done inevitably impairs our defense capacities and emboldens potential foes like Vladimir Putin, Iran and China. If Obama were not downsizing our defense forces out of a desire to diminish America, his domestic spending policies will soon accomplish the same result.
