Russian upper house approves use of force in Ukraine

Simferopol, Ukraine (CNN) -- [Breaking News Update, 10:02 a.m. ET] (CNN) -- Russia's upper house of parliament voted Saturday to approve the use of military force in Ukraine. The vote was unanimous.

(CNN) -- Russian President Vladimir Putin has asked the upper house of parliament for approval to send Russian troops into Ukraine's Crimea region to normalize the political situation there, the Kremlin said Saturday.

Due to the "extraordinary situation in Ukraine," Putin said, there are threats to the lives of Russian citizens and Russian military personnel based in the southern Crimean region.

It comes on the same day that the new pro-Russian leader of Crimea, Sergey Aksyonov, asked Putin for help in maintaining peace in the Black Sea peninsula -- where Russia has a major naval base at Sevastopol.

Italy appealed to Russia not to launch a “totally unacceptable” invasion of Ukraine and said it was extremely worried by recent events in Crimea. “The Italian government supports the pressing requests of the international community for Ukraine’s sovereignty and territorial integrity to be respected,” Prime Minister Matteo Renzi’s office said in a statement. “Any violation of these principles would be totally unacceptable for Italy,” it added. Putin Says Russia’s Reaction in Ukraine ‘Completely Appropriate’

MOSCOW — Russian President Vladimir Putin said there’s no sign of any reduction in the threat the Kremlin sees to Russians and Russian-speakers in Ukraine and defended his government’s reaction to the crisis there, the Kremlin press service said Sunday.

In a telephone conversation with German Chancellor Angela Merkel Sunday, Mr. Putin “drew attention to the unrelenting threat of violent actions by ultranationalist forces, putting in danger the life and legal interests of Russian citizens and the whole Russian-speaking population,” the statement said.

“It was underlined that the measures taken by Russia are completely appropriate to the extraordinary situation,” the statement said.

Those in the region who speak Russian will identify and want to stay with Russia Those who do not will want to be independent. It’s a lesson to be learned about why we should want all living within our boundaries to speak English. An assimilation of all the people of a country

Opening remarks
by NATO Secretary General Anders Fogh Rasmussen at the Press Conference held at NATO HQ, Brussels
Good evening.
We have just met in the North Atlantic Council, and the NATO-Ukraine Commission, to discuss the events unfolding in Ukraine.
NATO Allies have agreed a statement which sets out our position.
We condemn Russia’s military escalation in Crimea. We express our grave concern regarding the authorisation, by the Russian Parliament, of the use of the armed forces of the Russian Federation on the territory of Ukraine.
Military action against Ukraine by forces of the Russian Federation is a breach of international law. It contravenes the principles of the NATO-Russia Council and the Partnership for Peace.
Russia must respect its obligations under the United Nations Charter and the spirit and principles of the Organization for Security and Cooperation in Europe, on which peace and stability in Europe rest.
We call on Russia to de-escalate tensions.
We call upon Russia to honour all its international commitments, to withdraw its forces to its bases, and to refrain from any interference elsewhere in Ukraine.
We urge both parties to immediately seek a peaceful resolution through dialogue, through the dispatch of international observers under the auspices of the United Nations Security Council or the OSCE.
We emphasise the importance of an inclusive political process in Ukraine based on democratic values, respect for human rights, minorities and the rule of law which fulfills the democratic aspirations of the entire Ukrainian people.
Ukraine is a valued partner for NATO and a founding member of the Partnership for Peace. NATO Allies will continue to support Ukrainian sovereignty, independence, territorial integrity, and the right of the Ukrainian people to determine their own future, without outside interference.
We have just met in the NATO-Ukraine Commission, at Ukraine’s request. And we intend to engage with Russia in the NATO-Russia Council.
Today, NATO made clear that we stand by Ukraine as a valued partner, and we stand by the norms and principles of international law.
And with that, I am ready to take your questions.
