I see lots of radar and comms equipment. Spy ship for intercepting communications? Or a means to direct an EMP attack over the North American continent?
If the Iranians intend on military actions in the Caribbean, Vlad has need for care. The Russians have been using the Cubans to conduct military adventures in the Western Hemisphere for better than a half-century, and it appears that they are using the Iranians for the same.

Or a means to direct an EMP attack over the North American continent? Directing an EMP to its target does not require any more "mean electronic looking thingies" on top of your boat than for guiding any other bomb.
