Article One Section Eight, United States Constitution. clause 12 To raise and support Armies, but no Appropriation of money to that Use shall be for a longer term than two years; The founders never meant for us to have a standing army. They meant for the Militias to be the first and last lines of defense.

It doesn’t mean you can not have a standing Army, it means that you can not have an open ended appropriation.
