California has reached the breaking point, says Tim Draper. The Silicon Valley venture capitalist is pushing a proposal to crack the nation's most populous state into smaller pieces six of them.
California has grown so big, so inefficient, it's essentially ungovernable, according to a ballot initiative that could reach voters as early as November.
It has to go, he says.
"Vast parts of our state are poorly served by a representative government," according to Draper's plan, which cleared a key government hurdle this week, part of the process to qualify for the ballot. California residents "would be better served by six smaller state governments."
In an interview Thursday, Draper said he has seen a state once regarded as a model slide into decline many public schools are troubled, transportation, water and other infrastructure systems are overmatched and outdated, spending on prisons has soared.
A group of states could change that, he said, competing and cooperating with each other.
Without change "it will get worse," he warned. "California is not working."

Florida needs to be divided into three states...
We edge closer to making one of Obama’s quotes close to realistic, how he visited 57 states... Though, I’m sure he didn’t visit all the regions in CA that may become separate states.

I would think if California or any state were divided into 2, 4, or 6 states, with 1/2 of them Republican and 1/2 Democrat, that the Congress could well approve it.
It might also be grounds for the Ninth Circuit to be broken up.....of course Dems might reject that part of the deal.

Now yes, Orange, Riverside, Ventura, and exurban San Diego can be somewhat Republican.
28 Safe Rat seats, 10 lean Rat, 2 lean Pub (could put 31 Gary Miller into lean Rat), 13 safe Pub seats.
Possibly you could do 3 states...Rats would keep their +2 advantage in the Senate. LA-Orange-San Diego would be one (Rat) state, then the north coast would be another Rat state, with the interior being the Pub state.
In exchange for getting some Republican territory in Orange county (which would be outvoted but pay a disproportionate share of taxes), maybe Democrats would allow the 9th circuit to be split up.

If it’s a 5-1 split, no way will it be approved. If it’s a 1-1 or a 2-1 split it might be approved.
Dems would be losing 15-20 EV’s....so they might not go for splitting up the 9th circuit.
What are Draper’s boundaries like?
