It needs to start with those in gov’t who have the power to resist to start the process.

Huh?

Did the Colonists resist the tyranny of the Crown by waiting for those in Parliament to resist the king's orders for the process of Independence to start?

To start the process of resisting tyranny and evil, a people have to have principles and beliefs they are not willing to compromise, nor cede any ground on and be willing to fight and die for.

Judging the fruits of the nation at large, the only thing Americans are willing to fight for, is more government hand-outs and establishing deviancy and wickedness by using the force of law.

The rest are sitting on their hands or holding them out.

Sure we should resist. But those in govt have the power to not enforce dictates from Washington. A govt that operates without law and is operating mostly for control of the money from what I see. I agree we should all resist. But those holding office can make it very tough on washington. It would be nice to watch it tumble and fall into the river/bay.
