I would do what most any Obama Administration bureaucrat does - lie.

That's what they're hoping for, that way they can say "every business has sworn that they have not made changes based on Obamacare. Republicans are lying to you"

Actually, one would think that's what a devious-yet-protocol-inclined administration would do. Maneuver the opponents into a factual situation they can then decry.

However, Obama and his ilk don't even need to do that any more. They just lie on the face of it. The media backs him up and he does what he wants to do. So, they'd just lie about firings anyway.

What they are really trying to do is intimidate employers to keep them from laying off people because, regardless of the lies about ObamaCare, there ARE people out there (a lot of them) seeing its deleterious effects and it doesn't escape them; it's OBAMAcare. THAT’s what he does not want.
