Sometimes "unjust social conditions" like unemployment lead to this type of destitution by depriving people of the dignity of work and access to education and health care, he said.

Is he really equating some poor young person on drugs is a result of  "unjust social conditions" like unemployment? Perhaps if we raised the minimum wage or provided free healthcare we would resolve our problems with "alcohol, drugs, gambling and pornography"?
