Well,that is where I am and the answer is you get fined for using too much water or watering the lawns during the day
The city will send you a letter telling you an area has a leak going and they will be correct.

I live in the SF Valley and I am going to water the heck out of my lawn and flowers if I choose. Let them raise price as needed, and I will make the allocation decisions with MY earned dollars, not Comrade Jerry Brown!
