I think that was a big issue 20 years ago, but has changed. There was a large local controversy back then when a white family tried to adopt two black children.

Thankfully I think it is no longer an issue. I have three adopted “black” (2 biracial) who were adopted recently without any issues.

You experience is very close to mine. In our case, since we already had adopted 2 kids for the Philippines, we simply gave up. We were told (in the 90s) that we could forget about getting permission to adopt a black kid.

If and when they have school age children they will skedaddle to the whitest suburb they can find. With the least blacks and Hispanics.
A classic example of this mindset. About 15 yrs ago, near my old stomping grounds, Rosie O'Donnell and her "significant other" bought the old Helen Hayes estate in the quaint little village of Nyack, NY. About 5 years later they sold it and moved to Greenwich, CT. Why? Because fat girl, for all her pontifications about inclusion, tolerance, acceptance, eradicating racism and homophobia, getting guns off the street, yada yada yada, was "concerned" about her kid's well-being. It made her "uncomfortable" living a little too close to the Section 8 housing in town.

About 10 years ago we began looking into adoption and went through the foster to adopt program. we were told that If we wanted a single child we had a better chance with a minority, but if we would take a sibling group we could have our choice.

The real story here is those children should have been Aborted and killed
in the womb. How dare a White man and Woman adopt Black children. The Democrats
