The fight over the Keystone XL pipeline is far from over.
Fridays release of the State Departments final environmental study sets in motion a series of deadlines in the coming months that will allow the public and federal agencies to weigh in on whether the long-debated project meets the broader U.S. national interest.
Secretary of State John Kerry has no deadline to make a decision, which means he could indefinitely delay the project if he chooses. Neither does President Barack Obama, if the project formally makes it to his desk.
An executive order from the George W. Bush administration lays out the process for the secretary of state to evaluate pipelines, bridges, water facilities and transportation projects requiring a presidential permit to cross U.S. borders.
The release of the State Departments final environmental study signals the completion of TransCanadas application for Keystone XL and the beginning of the departments national interest determination. That 90-day period allows eight federal agencies the Environmental Protection Agency and the departments of Defense, Justice, Interior, Commerce, Transportation, Energy and Homeland Security to offer their views.

If the Current Regime is replaced by another regime under Herself, Madame Benghazi, the Cold & Joyless, the embargo is certain to remain in place.
