Have you read about that pedophile scandal in Britain? The one involving a BBC kids show entertainer named Saville? It has been coming out that many people knew about his crimes for many years but he was still allowed to continue his sick antics. I read an article, I cannot remember which website it was on but it was alledged that Saville was connected to Lord Montbatten and some other aristocrats who were alledged to be pedophiles. This relates to your comment about money changing everything.

Pedophiles come in every class of human society from the poorest to the richest and more powerful. This makes it very difficult when there are pedophiles who are at the top levels of status and wealth. If Mountbatten or other aristocrats were pedophiles they could have brought Saville on to the high society scene where he would have been close to the royal family and people at the top of British society. Then what do you do when they have that kind of power?

I don’t think the term would refer to such person who has not taken any steps.
