The constitution mandates that the president give a once-a-year state of the union address. The Constitution doesn't say that the President needs to give an address at all. It merely states that he is required to report on the state of the union. It can be delivered to Congress in written form, but Presidents love to take the opportunity of the SOTU to grandstand.
