Per the Baltimore County scanner, they are having people shelter in place, then sending the people to secure locations (in the mall) to shelter in place until the cops clear the people to leave. They are still searching the mall. Personally, I can't stand this favorite new term of law enforcement, "shelter in place". I never heard it until a couple of years ago, and now I hear it all the time.
Why can't they just say "don't leave" or "stay where you are" like they used to?

If the cops just say “Stay where you are”, then all the folks in Victoria’s Secret would have continued to browse :) “Shelter in place”, however, means people have to take shelter; there is a danger. Put down the lingerie and hide!
