The government has accused its largest security background check contractor of defrauding the U.S. of millions of dollars by filing more than 660,000 flawed background investigations.
The Wall Street Journal reported that the Justice Department made the claims in a 25-page civil complaint that joined a whistleblowers' lawsuit against US Investigations Services, LLC in U.S. District Court in Alabama.
USIS was the firm that conducted background checks on NSA leaker Edward Snowden, as well as Aaron Alexis, a defense contractor who fatally shot 12 people before killing himself at the Navy Yard in Washington, D.C. this past September. Federal officials have claimed that the background check conducted by USIS on Snowden was faulty, while the company has said that the government did not raise any objections over its review until after Snowden was revealed as the leaker of details about NSA collection programs in June 2013.

If there is any cheating, lying and scamming to be done the Obama run Feral Government is perfectly capable of doing a fine job of it without the assistance of outside contractors.
My first thought was that they hired incompetent and lazy people of their own ilk to do the job. Lack of ethics and underperformance are rewarded on all levels by this administration. You’re probably right on about diverting attention, though.

It is - the higher a thing goes in central/federal government (vs. local government) and the more inexpensive it is, the more corrupt, useless and ineffective it is.

That may be, however, having suffered through a background check with these clowns for a 5 year update a few years back, all I can say is that I’m not surprised.
The investigator I dealt with had to be the most incompetent, ignorant, arrogant and idiotic I have ever dealt with since first getting a clearance in 1987...
I wouldn’t be surprised, incompetence is just about everywhere. The whole long drawn-out failed homeland security debacle, especially with that Janet Napolitano twit, was well, a good opening example of exactly how bad National Security is slouching. I don’t know for certain, by I feel pretty doubtful that they kept much standards for background checks in admitting Edward Snowden to the job, much less plenty of the other leakers. But then again, in the case of Snowden, a sincere liberal/libertarian comes around to make Obama look a little incompetent.
While I agree that Obama overspent on the Obamacare web site, undoubtably to pay off some supporters, the lack of care in doing security checks possibly comes from the huge explosion in law enforcement and homeland security hirings, especially of outside contractors. When a simple project can’t start untill everyone at the contractor’s company, down to the janitor, has been checked, there’s lots of pressure from both the government and the contractor to clear personnel quickly.
