I think you're right; I believe they've been doing this constantly.

Then they will complicate the process to the point it will be near impossible to comply without risking a federal felony.

My guess is they will eventually stop with trying to outlaw guns and use the Obamacare model instead and use taxes and loads of red tape to put gun ownership out of reach just like the already did with automatic weapons.
That's my supposition, too.
They can set it up as a "technical violation"/amnesty contract type deal wherein you are effectively admitting guilt and waiving the right to jury-trial.
Given the general acceptance of denying felons rights, they probably won't get a lot of blow back if the pick up a few "technical-felons" at a time.

In fact, the imputation may be made that ALL gun purchases are done with “intent to resell” (if for $0), as short of extreme cases the gun WILL outlast the owner. The question, as asked, places no upper limit on the timeframe of “intent”.

Besides that..where in the hell did I say anything about sawed off shotguns? Weaver got into it by trying to sell a sawed off shotgun AFTER they showed him where the hell to saw it off at.

Randy himself got like 100K and was found guilty of one count, failure to appear, for which Weaver was fined $10,000 and sentenced to 18 months in prison. He was credited with time served plus an additional three months, and was then released.
Good deal ehh? Got a prison sentence a 10k fine and two family members killed but hooray he got 100k for his trouble.
If you ever meet Randy ask him which he would rather have that 100K or his family back...

Actually, they were killed because Weaver wouldn't roll over and inform on neighbors and associates who were suspected of being raycists. The charge of manufacturing a short barreled shotgun was supposed to be the leverage by which they controlled Weaver, but he wouldn't play their game and just went home. No doubt someone in the BATF took offense at the refusal of their 'generous' offer to become a snitch. Call a spade a spade.
