No Problem!

All small businesses will become proprietorships, staffed with independent contractors.

The contractors are given a schedule to show up for work, and be paid for the hours that they worked.

No workers comp; no benefits; no sick pay; no vacations; no scheduled advancement; no social security; no tax withholdings.

Socialist Utopia!!

Like in Europe. The world's largest temporary staffing agency, Ranstad, is based in Denmark.

The concept is new in Spain; temps were illegal until a couple of years ago. When the government pushed businesses to hire more people, they agreed on the condition that it wouldn’t be the “employment-for-life” jobs that had characterized Western Europe’s workforce for decaded; employers wanted some flexibility, and the government relented.

Here is what NYC can expect from this latest idiocy:

More small businesses will employ people “off the books”, paying them in cash for hours worked - no benefits & no taxes withheld.

Some employers will cut employee wages by 2% to cover the 5 days.

Some businesses will fire that 5th employee.

The result: the NYC economy will decline, welfare rolls will increase, as will property crime.

5 sick days? That would be gone easily during flu season. I get 11 a year and it is just enough. You figure between annual physical, 2 dental exams, and various other medical situations and then bring the kids into it, five is horrible.
