I doubt that the two are directly related, but it is a symptom of a society that no longer values honor and integrity. Academia has largely abandoned these values, so today’s college educated officers have had little exposure to the concepts. What is important is scoring well on tests, enhancing your resume, and getting recognized for work that you didn’t do or research that you made up.

I have learned to look at resumes, bio summaries, and other such chest beating with a very jaundiced eye as lying and cheating is not only widespread, but accepted among the under 30 crowd.

Half the West Point football team was dismissed in 1951 for cheating. West Point had a huge cheating scandal in 1976. And those are just West Point examples. Its not just the 30 and under crowd.... this has been going on for many many years.
