I’ve perused the Coast Guard manual and I don’t see instructions for the rescue swimmers. What section number specifically provides the protocols which you are claiming that they did not follow?

I’d have to load it up to see the exact place that it is in that manual, but these protocols are published by themselves at http://www.uscg.mil/health/docs/pdf/sar_cpr_protocols.pdf . These pages are inserted right into that big long manual. If you want me to find where that is I can but it may take me a while; I’ve got some other things I’m working on right now. Let me know.
