Sad, he has several mental issues.

From reading the whole article he seems quite competent. He knew he had to spend this money as fast as he could before the state found out - why he was so secretive about it and knew who to confide in to help him get the money.

Seems like this guy was the last person in the world to figure out that lotteries only work because people like him are the ones who spend a lot of money on them.

Exactly. No one envies his life as-is, but he is able to calculate with cunning...something the poorest, most miserable seeming people the world over are able to do. This makes them responsible before God, whether or not society deems them “incompetent”.

Jesus asked the paralytic “Do you want to get well?” for a reason. Building your life around sickness and helplessness (even when real) can leave you avoidant of a cure. To be cured means back to work, paying taxes, life problems!
