I understand that. But the Miller Act - I believe it’s still in force - requires a contractor to submit a performance bond to protect the government interest in exactly these cases. I wonder why Republicans are silent . . .

Performance bond...of course...but they did perform...and in accordance with their contract as far as I know. I believe the White House let it go out prematurely and were told not to release it yet by the company.
