Spike in mass shootings creates demand for different police approach

The school in Newtown. The Sikh temple in Wisconsin. The movie theater in Aurora. America’s angst over shootings in public places is growing, and for good reason.

According to a study obtained by Yahoo News, rampages like the Washington Navy Yard and Los Angeles airport shootings have tripled in recent years.

The report, written by the Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University, will be published next week in the “FBI Law Enforcement Bulletin,” a training publication for criminal justice professionals.

Researchers considered only active shootings in public settings where the primary motive appeared to be mass murder and at least one of the victims was unrelated to the suspect. Shootings during crimes such as bank robberies, drug deals, and gang violence were excluded...

The study suggests ALERRT training for police departments across the country, as well as a change in tactics from waiting for SWAT to moving in as soon as possible. They also recommend educating civilians: "Run, hide and fight are your essential options in a shooting situation."

It's better than what they had, but there's no mention of an encouragement to remove all "victim disarmament zones" and encourage concealed carry, though both of those should be essential parts of any mass shooting response.

Governments have fashions like women’s hemlines. Encouraging people to protect themselves is out of fashion and admits their failure. (Even though the Supremes have said repeatedly that police have no duty to protect citizens or even respond to situations where citizens are endangered.)

Heaven help the arm citizen trapped between an active shooter and the COPs. Despite the common misnomer police arent 1st responders...the victims are. Id much rather wait for SWAT than be subjected to the Barney Fifes of the world. It’ll only lead to the innocent being shot.

BTW the COPs are civilians too. They certainly arent military despite all the posturing. Run and hide...from the COPs or the active shooter(s)?

Did they consider mass shootings in areas that were not 'gun free zones'? Oh, yeah ... they seem to never happen in those places.

Truly disturbing, when you factor in the increasing trend of militarization of the civilian law-enforcement agencies.

After all, if SCOTUS says they have no obligation to respond and/or protect the people, the police need only be armed with a piece of chalk with which to draw the body outlines.

A textbook case is the Albuquerque shooting at Emcore Corp., the first 911 calls were received at 9:26 and by 9:30 at least 6 officers were in the building trying to locate the shooter. A few minutes later another group of officers entered as well.

It was all over (perp shot himself) before the SWAT team could adjust their Wiley X glasses.
