This may have escaped your notice, but I think you might find that I put the qualifier "If" in there. I don't see how you could have missed that considering you have it in the quote of my post. I run into this frequently, people see what they want to see and by gollies, if they don't want to see it, they don't see it.
I recall at least two episodes where the police went along with the Robertson's shenigans, one was the "ride along" with a cop and Willie and Sy, the other was when a couple of Robertsons were stuck on the roof of the warehouse. I think it was that kind of "cooperation that's being talked about.
