If the 17th Amendment not passed, they wouldn’t have been able to.

The legislatures of the statehouses would still be appointing Senators.

The 14th Amendment (penumbras and emanations) may have been a blow to this experiment, but the 17th is what finally killed it. That’s what the historians (the ones in hiding) will write.

The Framers were well aware of the nature of popularly derived legislatures. They never remotely considered a senate composed of essentially three-term congressmen.
