I just cannot understand a man [Collins?]...
that goes against his constituents [Collins goes against his constituents - I get that one I think]
... who [Collins?]
would support him [Collins?]
to the hilt for following through on his[whose?]
promises and opts to align himself... [whose self?]

My prior post was about Collins so I was talking about him, specifically. Yet, even it wasn’t about Collins, the word “man” then drives the meaning of the rest of the citations.

All the pronouns starting with “h”, refer to Collins (or ‘a man’).

‘who’ refers to ‘constituents’ (’who’ immediately following ‘constituents’).

I just didn’t feel the need to make a separate sentence for each of the referrals.
