Eh. I remember seeing a map in Time magazine years ago (why it was there, I cannot remember) which showed that the black population is very concentrated in firstly, the south and secondly, a few northern eastern and midwestern states - presumably the ones with really big cities (although again, I cannot remember with exactitude).
That was many years ago, so I suppose things might have changed, but I’m pretty sure he could add more states to his list if he did a little research.
Perhaps like a good little fascist he’ll force black people from their homes to populate these other areas.

Actually the Feds and the Admin have a plan to provide loans and incentives to redistribute the population by race in an orderly fashion throughout the US
