Sooo, they're raising spending to projected 2016 levels a couple years in advance. Ted Cruz needs to start up the "Make D.C. Listen" meme again, because they're not.
Senior aides familiar with the talks have said the emerging agreement aims to raise agency spending to roughly $1.015 trillion in fiscal 2014 and 2015. That would bring agency budgets up to the target already in place for fiscal 2016.

Ryan claims the deal includes reductions in automatic spending increases that are greater than the sequester cuts. I remain skeptical, but I’ll wait until some trustworthy folks look it over and report back.

it's still a "proposal". they'll likeley pass it to see what's in it.
Ryan and Murray were rushing to file legislation before midnight so the House can vote as soon as Thursday and leave town for the year by the weekend.
