U.S. Customs officials who found dope in Cancucks passing though U.S. Customs and Immigration in Toronto's Lester B. Pearson Field (with no requirement to repeat the process in the U.S.) would allow the offender to pay a fine on the spot, and be allowed to proceed. U.S. Customs officers would escort them to the ATM, which caused a fuss when when it was reported in the Globe and Mail. So the next time I went through U.S. customs in Toronto, there was a large Mountie with a German Sheppard (Alsatian) on a leash. Message: dump your dope before passing through U.S. customs.
Thanks for the info. My comment was in reference to Goldman’s statement. It came across to me, as the ramblings of someone tripping out on something!
