What they can really do is make information available to the public and call attention to it. Without political will in the voting populace, and no executive power, practical options are limited - though I suppose they can set themselves up as pop-up targets.

You say “do nothing” like it’s a bad thing. Most of the problems we have can be traced directly back to “having to do something”.
