The problem was how someone like this was able to get out. They have alarms you put on such people to prevent this and in case you didn't know it, the elderly with memory loss can be very agitated and get violent.
While violent with a scissors they can hurt others and if cops take them out somehow I can't blame them because they don't know what people are going to do and they are armed and police don't know everyone’s history.

Let me try again,

Before affirmative action, cops had to pass intelligence tests, and be large men.

Cops were expected to save most people, (dads, sons, husbands, workers, customers, citizens of our community) from themselves and whatever goofiness they were doing at the time, they may be drunk or confused, or angry, or whatever, but the cop was expected to diffuse the problem, with some risk to himself if needed, not identify who the guy causing the noise was, and then gun him down.
